Authorized under Title XXI of the Balanced Budge Act of 1997, State Children's Health Insurance Programs provide health insurance to eligible uninsured children. States may set eligibility criteria regarding age, income, resources, residency, and duration of coverage within broad Federal guidelines. States also have the option of creating a separate CHIP, expanding their existing Medicaid benefit, or doing a combination of both options.
